One of StarCraft's biggest strengths is the identities of the races - the designs are really evocative and lend themselves to cool stories - that the StarCraft 2 story would choose to play this down and ignore this aspect of the game design is mind-boggling. So, that's why it sucks in relation to the StarCraft 1 storyline - it abandons too much of it, lowers the stakes, and fails to support the central dynamics of the game design.
Then the storyline dithers back and forth between these two separate directions with a bunch of side junk that doesn't matter and ends up choosing an ending that's really unsatisfying. The main event of StarCraft 2 gives us reasons for Terrans to fight Terrans and Terrans to fight Zerg. The only matchup it doesn't address is zerg fighting zerg - they save that for the expansion.
